IRL L. SCISSORS
Executive Director

Irl L. Scissors currently heads ILS Consulting, LLC. With over ten years of experience in Jefferson City and Washington, D.C., Irl is uniquely qualified to represent clients before the General Assembly, the Executive Branch and Congress.

Irl Scissors has a strong and impressive commitment to the environment. For years he has represented Missouri's major environmental groups. Some of his recent accomplishments include:

• Easy Connect Act, SB54 – Sought sponsors and negotiated legislation, which allows homeowners who use renewable power sources like solar and wind to connect to the main grid, receiving credit for energy they produce. Law effective August 2007.
• Omnibus Green Energy Bill, SB1181 - Negotiated with legislative leaders and utility industry executives a bill containing multiple provisions that included funding for energy efficiency projects in state buildings, a state sales tax holiday for energy efficient appliances, low interest loan programs for certain alternative energy operations, tax incentives for home energy audits, and statewide energy efficiency standards for certain products. Law effective August 2008.
• Proposition C – Served as Political Director on statewide ballot measure requiring investor-owned utilities to produce 15% of their energy from renewable sources by 2021. Initiative passed with over 66% of the vote.

Irl is a former Policy Advisor for Governor Bob Holden serving as the Governor’s liaison to the Missouri Departments of Natural Resources, Conservation, Corrections and Labor and Industrial Relations.

Irl spent four years in Washington, D.C. in government affairs first with the Grocery Manufacturers of America and then the American Stock Exchange. He is a veteran of numerous political campaigns.

Irl attended Saint Louis University School of Law earning his J.D. in 2000 with a Certificate in Employment Law. He also holds a Bachelor of Arts in Political Science from Indiana University.

Irl, his wife, Jennifer and two sons reside in St. Louis, Missouri.
